Richmond Mayor Levar Stoney called the challenge of transforming public housing a top priority because it lays a foundation for achieving other goals. “Our current model isolating our lowest-income residents into aging structures simply does not work,” he said. “These neighborhoods too often have been cauldrons of violence and trauma rather than launchpads for success.”

This case was a long, hard one that was tough to bring. In the end we hope that it will set the precedent that as we redevelop public housing that it has to be done with the residents best interests at the core and that we can't leave behind the most vulnerable. We have to create communities that welcome people with disabilities and provide a community where families with children can thrive. Five former public housing residents who filed fair housing complaints with HUD settled their case, with help from Housing Opportunities Made Equal of Virginia (HOME) and the Legal Aid Justice Center. The alleged complaints, related to the privatization and redevelopment of their Hopewell, Virginia public housing complex, The Summit, included discrimination against families with children and residents with disabilities, pushing residents out of their homes violating their legal right to return to the redeveloped units and relocation of others to severely overcrowded housing in poor condition.
