“Government development focuses more on gathering comprehensive requirements up front, issuing a contract for the work, and managing the contractor during the buildout,” says McCall. “This ‘big bang’ approach typically means longer development time with little to no customer validation. If requirements do change over time, it is usually driven by competing organizational interests rather than customer needs, which makes it very easy to get away from understanding if what is being built is actually useful or relevant any more.”

You need different metrics to evaluate innovate projects. The standard KPI's don't fit a project that will be developed 'as a startup.' Great article by Alistair!

Now Microsoft also aims to innovate as a startup, but so far just as a marketing gimmick or part of the employee branding? I wonder will come out of this innovation lab!

While many startups fake their way to success, large corporates can not risk their reputation. Do you know large corporates that had the guts to run experiments by faking demand or supply? (startup dating example: http://alltopstartups.com/2014/04/04/tinder-growth-hacking-strategies/)
