I consider that a symptom of very poor APIs and programming. That should never work, and is likely going to result in a huge security hole one day.

There are so many ways to launch stuff, that even when an admin tries very hard to lock it all down so nobody can get a shell of any kind, there's still a way. I was able to launch both cmd and powershell from VBA on a system in which such a lock down had been attempted.
