While the intent of the law is sound - to penalize those who riot - the language is such that it prohibits Freedom of Assembly.
Why do I think that? Because if one guy goes off and does something stupid, completely outside of your control, you're criminally liable just because you were in the wrong place at the wrong time.
If I were to be completely cynical, there is no clear definition of "riot," based on my understanding of the law, and it would be very easy for police to disperse a crowd that it only deemed threatening and in the ensuing disarray, classify the group of confused people as rioters.
Hopefully things will never get that far and only those people actually rioting, causing damage, and not those peacefully protesting will be charged with a crime under this law. I also hope that this prevents people from over celebrating a professional sports win/loss by lighting things on fire.
[ AZ Senate Bill 1142 ] AZ politicians are criminalizing our Constitutional rights and then, (as if) to add insult to injury, seizing your assets to fund said criminalization - yes, even yours! While this may be advantageous to for-profit prisons & to solve budgetary shortfalls, it spells D-O-O-M for Arizona's, nay America's, representative democracy.

Contact your local officials (at http://www.azleg.gov/memberroster/) & protect your Constitutional freedoms: your freedom of speech, your freedom of expression & your freedom of assembly.
