I'm guessing this is referring to Secretary John Hay, who was Secretary of State in Illinois at the turn of the century, in addition to having served as Lincoln's secretary and in other administrations prior.

John Hay was actually Secretary of State for the United States under William McKinley and Theodore Roosevelt. He died in 1905.
