It only tests the transfer scenes between Unity3D and WebGL.

Unity3D : http://game.reneos.com/example/webgl/unity.html
WebGL http://game.reneos.com/example/webgl/webgl.html

Model (including mesh and texture) is loaded from the same file to Unity and to WebGL.
Of course, using ULIB this model can also create in PHP (runtime) and loaded into Unity or WebGL.))
Or is there a possibility to use ULIB for transfer models from the Unity application in WebGL application runtime.

I hope in the near future unity-team will add WebGL to platforms.

I think a lot of great engines of WebGL exist, and use the editor Unity3d would be very convenient.

(There are currently no WebGL scripts in the package ULIB in AssetStore, they may be included in the nearest update.)

The new version ULIB is available . What’s new:
-Ability to create your own plugin system for your game;
-You can do serialization of components and objects with your own methods;
-Faster serialization algorithm;
-You can use methods of Serializer (EncodeHashtable, EncodeArray,EncodeArrayList etc);
-Changed the serialization of components for compatibility with the latest version of Unity3D;
-And other changes.

Introduction
First our tools - ULIB. For fast communication between your game and your PHP server or local drive.
Transfer your objects directly from the game to the server or from a server to the game.
You can transfer tables, lists, settings and more. For example, you can save the position of any object in the game, player’s health, a list of items, the current settings of level, etc. You can create GameObject on the server, add Mesh, Colliders and send it to game client!! 
 It’s pretty simple and does not require a lot of code.
All data is transmitted in binary, which reduces the traffic between the web-game and the server.
