I designed this Star Trek Universe ship, but it isn't Starfleet. It's the - Mobile Medical Vessel "Appia". Built (around the time of TNG) to service In system trading and shipping ships who have had accidents and need medical assistance.
The first thing you may notice is it is a warp ring. the reason it has that instead of nacelles, is that warp rings are more stable and reliable, but also because of that, they are slower. so this ship's max warp is 3.7. Which is also why it is designed to stay inside a system,.
