I don't know what precipitated the requirement for a business license. Vanessa, the then Google Contact to the G Places Forum, commented that the request for a business license was and would be rare.
I suspect that similar to your issue, G Local personnel had a difficult time determining who actually owned and controlled the business (and Google accounts) To solve the issue they required enhanced knowledge of actual ownership.
If you go into the G Places forum you may wish to reference this thread as a reminder to them as to how to escalate in the event ownership and control is not clear to them. Alternatively you may wish to send this to the customer service staff so that they can ascertain a method to ensure who is the controlling group for the business and the Google accounts.
