What time did 911 receive the "frantic" call that a child was abducted? What time did the police send out a "preliminary" or "unofficial" APB of a possible child abduction? Why did the police send out an official APB more than an hour after the 911 call was received?  Had this been a hit and run of a pedestrian with one witness would it have taken over an hour to send out an official APB?  There were 3 eye witnesses to the abduction that acted IMMEDIATELY - why didn't the police act immediately?  Why was an Amber Alert issued over 2 hours after the police were first notified?  Had the actions of the police and Amber Alert system acted with the immediacy and urgency that the eyewitnesses had would Hailey still be alive?

Introduction

Brian Foster is the Digital Media Manager at KMBC-TV, leading all digital efforts for Kansas City's most trusted team for news.  Brian's responsibilities include overseeing KMBC.com, KMBC's social media platforms and all mobile applications.

Brian has more than a decade of experience working in several television newsrooms across the country, and has won several Edward R. Murrow Awards for his digital efforts.

Brian joined KMBC-TV in July 2010 after spending several years at WSYR-TV in Syracuse, New York, where he led the newsroom as Assistant News Director.  Brian also had the honor of being the station's first web producer.  He also worked as a reporter and photographer.  Prior to moving to Syracuse, Brian spent time in Binghamton, New York, at WIVT-TV where he was a reporter and fill-in anchor.

Brian holds degrees in Broadcast Journalism and Political Science from New York University.  He is a native of upstate New York (Rochester and Penn Yan), and is an avid Buffalo Bills fan.

Brian resides in Kansas City, Mo., north of the river, with his fiance, Camissa, a Syracuse University graduate and Kansas City-based television producer.
