welp, its not power draw. channel 1 is the usb +5v, channel 2 is the PSU +5v; two boots in succession, one without, one with the unicomp UB404LA. output range is same as usb 1&2's permitted voltage levels, 4.75~5.25v
it only drew down the +5v usb by .01v in standby, which you can see midway through the log. when powered on, absolutely no change in voltage, 4.905v both times. there is a voltage dip on initial power on, but still well within spec.

Yeah, I don't know a whole lot about USB, but I was thinking in terms of engineering chip interconnections...you know, slew rate and setup/hold times. But I do remember briefly reading about pullup/down resistors on the data lines, and something about that indicating data rate (low, full, high). "J/K chirp" sounds like something of a USB 1 to USB 2 thing to disambiguate full from high speed. hmmm...Jun 28, 2013

+Eric Raymond the probes were taken off a NVIDIA MCP55 (rev a1/a2), also had the issue with an intel 6 series/C200 series (rev 05), NEC uPD720200 (USB3), and a few other ~5yr old machines that i really don't wanna dig out of the pile they were tossed back into last night.
i do have my wife's ancient compaq buried in the pile.. think its USB1 only. might go dig it out later and see how it behaves.Jun 29, 2013
