This means that there's still an approximate 20% of population that doesn't agree with what's happening (can't trust the referendum). Those people are treated like this. I am listening to this Q&A while working and it seems more of a give-away -- people call in asking the president for flats, treadmills, etc. It seems to me that something is very wrong in Russia, if people have to ask the president for help with their everyday problems.
