Youll get better finish if you make finish pass with low feedrates and low rpm. And yeah it seems rpm and feeds are way off. You should use like 200 surface footage maybe 250
assuming it's .25 dia cutter 250 sfpm is about 3800 rpm and feed of 15 ipm. As I said safe bet for finish pass almost guaranteed right finish. Lower sfpm and feed accordingly if chatter persist. Use coolant. If amateur cnc, and coolant not available old school machinist (I mean really old school) used to use water with soap lol never tried it though
