As patent expiration nears, generic drug manufacturers can apply to the FDA for permission to make and sell a generic version of a drug. Without all the costs for development and research on the drug, the generic manufacturers can afford to sell it much more cheaply than the original creators. The great expense of creating a drug comes in  developing the drug's formula, running the clinical trials, and marketing a new product (just selecting a name can come close, at times, to $1 million)--the generic companies merely piggyback off of that work done by the drug's originator.
