An arcane state funding formula, local health leaders worry, will soon penalize Alameda County for its commitment to treating everyone, including the poor and immigrants denied health insurance because they are in the country illegally. "This is really quite devastating," said Alameda County Supervisor Wilma Chan.
A liberal Bay Area county that positioned itself as one of new health care law's California standard-bearers, beating out most others in laying the groundwork and pre-enrolling the poor, is now running into problems because of its generosity.

A growing number of East Bay cities are taking steps to restrict electronic cigarettes, and Union City has led the charge, becoming the state's first municipality to ban vapor lounges and other businesses where e-cigarettes are used.
Richmond now prohibits smoking e-cigarettes in any enclosed public space, while Hayward council members next month will include e-cigarettes when it considers a moratorium on any new businesses selling tobacco products.

Oakland's Public Works Agency held a ceremony yesterday to honor a 150-year-old tree near Lake Merritt that once stood 120 feet tall and served as a landmark to generations of Oakland residents.
The 120-foot eucalyptus, nearly as old as Oakland, could cost more than $20,000 to remove.
