Should I try to disavow the all links for UnNatural link removal strategy

A client has approached us for link cleanup.  They received an unnatural link building warning on 5th September 2012.
Traffic has since declined from 3000 to 300 organic users a day. They disavowed the most obvious low quality domains and requested a
manual review. The answer was that more cleanup is required.
We have found 29,000 links in the webmaster tool but over 100,000 backlinks is showing on ahrefs.com.
We have also seen that new links are either being acquired or discovered monthly. A lot of sites we wrote to are saying they got the
link from www.tnx.net.
There is no way for us or the client to login to www.tnx.net and stop this as we never started this activity. It was possibly done by a
competitor or previous SEO firm. The SEO in question denies it.
IT seems like link cleaning will be a never ending process.  What is your advice.The domain and content is of high quality and I
personally feel users are loosing out by not finding it.

Some of the more interesting suggestions I've gotten for 30 day challenges:

- bike to work each day (why wait until Bike to Work Day?)
- Switch primary laptop from Thinkpad to Chromebook Pixel. I've been using Thinkpads since 1998, to the degree that I'm addicted to the trackpoint controller, but the screen on the Pixel is so much crisper and better.
- Record 1 second a day. So far only an iPhone app though: http://1secondeveryday.com/
- work on learning a new language
- spend some time each day on a project that could finish in 30 days (my WordPress blog could use a revamp)
- try to just relax and enjoy life each day

I'm planning to start on a few of these at once to see how they shake out!
