I can understand this move, which is why I largely supported EA's Online Passes. Sure it's a pain to pay additional costs when you've purposely bought second hand to save money. But the only people who make money off second hand sales are the game stores (EB, JB Hi-Fi, etc.). I tend to buy retail because if the game is good, and I've been burned too many times not to research my games in advance, I want to support the studio and encourage the production of similar games. Better that they get something from me, then nothing at all.
