Puerto Rico's debt crisis' latest victim: democracy. In the recent Puerto Rico GOP primary, officials reduced the number of polling locations for the territory's GOP primary from 3,226 in 2012 to just 110 in 2016 in part due to lack of funds. Turnout plummeted.
