Thinking it would be great if I could create circles that would allow followers to choose which level of notifications they would like to receive as my follower. 

A follower could choose to receive notifications related to topic A, notifications related to topic B, ones related to topic C, A&B, A&C, B&C, or all.

Sorry made a mistake I am getting over 75 hits a day from google it makes it difficult to handle.  The knowledge I have of PCs you could put in a thimble and still have room for your finger. I have seen the info you sent me, thank you very much.

I understand how to create circles and how to put people into one of my circles, but I'm looking for information on how to create circles so that new followers can put themselves into the desired circles that are offered. 

For example, would you like to be among our followers who receive a newsletter weekly, followers who receive notifications when new recipes are created, followers who receive notifications of the daily meal, all of the above, or two of the above.

Why do I sometimes run across posts in my feed that have been shared privately, but are not directed toward me?  I just saw one from someone in my circles saying hello to another person.  Pardon me for trying to answer my own question, but could it be that the message was shared to just one of some of his/her circles, not all of them?  I'm still struggling to create an accurate concept of how these circles work.

On a couple of occasions, I have sent a message privately, I put the person's G+ name into the 'to' field and did nothing else.  I hope those messages were viewed by the intended recipients only!  I look forward to new information that will help me visualize the google circles better.  Thanks.

you'll find many people having issues with how they share posts and messages +Jean Fisher its really quite simple as a rule all posts should only be Public and thats it.
I get too many posts sent to me by bloggers that post public and then add in their circles.  When this is done in essence they are spamming those they send notifications too.
Circles are designed so you can reach certain people with messages/posts that are directed at that group, not as an add on to public.   Circles are also great so you can check out certain groups in the stream to see what they've been up to, its really a great way to keep people that are important to you in groups that are easily reached.
What you're seeing in your feed is either people that share incorrectly or friends that have plussed one the post, this will also randomly send posts to your feed as +1's acts like a recommendation.

As for your PM it sounds like you did them correctly.

The most amazing thing happened to me today.  I went to search something on google and I noticed that the google logo was composed of birthday cakes.  Hey!  Today is my birthday!!??  Then I moused over and saw "Happy birthday, Jean".  Very, very nice!  Thanks, Google.  :)
