Eligibility has little to do with how many bills you have, how large they are, or whether you could pay your bills if you sold your property.  Oddly, there is no legal requirement that a person filing bankruptcy has to be unable to pay their bills on time.  And your debts don’t need to exceed your assets before you can file bankruptcy.
