In 2012, PA state law made it so every county has one tax collection company except for Allegheny County. Allegheny has four: 1 for the city of Pittsburgh and 3 for the rest of the county, whose bounds are set by the three rivers. But why? Philadelphia has a larger population than the entire county of Allegheny, city of Pittsburgh included and they get by with one for the entire county!
Why would a river set a boundary for a tax collector? Who cannot cross running water?
