Thinking about this in more detail, so what if they do this.  It would leave it to federal authority and public authority.  Not all religious institutions in that state are against same sex marriage.  And also, with online approval processes to perform marriages, this would eliminate the state interference. 
Now that the Supreme Court has ruled that same-sex couples have a right to marry, some state officials are looking into opting out of issuing marriage licenses entirely. Republican Mississippi state Rep. Andy Gipson, the chairman of the state house judiciary committee, told the Clarion-Ledger that the state is looking into eliminating state marriage licenses.

It's not like it would be a huge loss of revenue, either. I hear Mississippians can use the same license to marry up to 3 relatives.

Population wise, state by state, this should be an issue.  The states that Gerrymander are trying to protect from the fact they have a significant voter population that can make changes like this.
