The percent thing is a combination of two different standards which is part of the confusion. The percent encoding has always been a part of URLs for encoding non ascii characters. Sadly it didn't specify what that encoding was.
Most systems have standardised on UTF-8, but that only became widespread this millennium and still not all sites use it. I think all current browsers will automatically convert to that format if you type an accented character into the address bar.
