Nine Issues Education
Nine Solving Problems of Education through Grand Design cardboard Java
According to the Regional Character Curriculum
East Java is a province of the first time the grand design of education for a period until 2025. Various educational problem has been mapped. A series of solutions offered to develop the direction of education in East Java.

Finally, the period 2021-2025 completed all educational programs for all levels of education.

Agency heads P and K Java Rasiyo recognizes that implementation of educational programs in each city / county is not the same. All depends on the characteristics and actual conditions of each region. Therefore, the existence of the grand design is expected to provide guidance and reference in the strategic plan (strategic plan) education in their respective areas. AGAMA ISLAM TINJAUAN LINGUSTIK ETHIMOLOGI
             Berbicara tentang agama memang secara faktual hanya berkisar pada ajaran-ajaran agama itu sendiri untuk dapat diterapkan dalam kehidupan sehari-hari. namun dalam tulisan sederhana ini penulis  akan mengupas agama dalam tinjausan linguistik ethimologi dengan tujuan supaya memperoleh wawasan yang lebih luas tentang agama . memperluas wawasan tentang agama itu sah-sah saja, asal tidak bermaksud memutarbalikkan sehingga bertentangan dengan ajaran agama itu sendiri.
"Agama" secara ethimologis  berasal dari kata "a"  yang artinya "tidak" dan "gama" yang artinya "kacau/galau"Sangskerta). Jadi agama dalam tinjauan lingusistik ethimologi berarti tidak kacau/galau. Untuk itu pada siswaku SMK Negeri 10 diharapkan mampu menyimpulkan bahwa bila ada masalah problem yang berat, satu-satunya tempat curhat adalah lari ke jalan SAllah yaitu Agama.
            Sedangkan "Islam" secara ethimologis berarti"Selamat"(Arab). Jadi Agama Islam dalam tinjauan linguistik Ethimologis dapat diprediksi bahwa diturunkan Agama Islam ke dunia ini tidak lain hanyalah unruk mengatur kehidupan manusia dalam seluruhas[per kehidupan dunia(pergaulan, perdagangan, pendidikan, dan lain sebagainya) agar dunia ini ter-manage
secara profesional yang mampu menjadikan  manusia manusia sebagai individu/kelompok dapat hidup selamat tenang sentosa sampai hari akhir nanti.
             Demikian tulisan saya yang sangat sederhana ini semoga dapat memotivasi pembaca untuk selalu meningkatkan wawasannya tentang Agama sehingga mampu menerapkannya secara benar sesuai dengan tuntunan Allah dan Rasulnya

PEMBELAJARAN BAHASA INDONESIA KBK
     Pembelajaran  Bahasa Indonesia KBK dan Unas merupakan dua hal yang berbeda.  Perbedaan itu terletak  pada kurikulum yang diacu.  Unas sesuai dengan jenis bentuk tagihannya  cenderung mengacu pada penilaian dalam kurikulum 1975, 1984, 1994, dan kurikulum 1994 saplement 1999 yang semuanya dalam pelaksanaannya masih menempatkan struktur kebahasaan untuk menyiapkan materi pembelajaran dan penilaiannya berorientasi pada diskreminasi siswa, sedangkan pembelajaran Bahasa Indonesia KBK  menempatkan kompetensi yang berupa kemampuan untuk memproyeksikan pengetahuan, ketrampilan, dan nilai-nilai dasar ke dalam kebiasaan berpikir dan bertindak dalam penggunaan bahasa untuk berkomunikasi secara lisan ataupun tulis. Kompetensi tersebut meliputi kompetensi tamatan,  kompetensi umum, dan kompetensi dasar.
Kompetensi Tamatan , yakni kompetensi yang harus dimiliki siswa setelah menyelesaikan jenjang pendidikan tertentu.  Kompetensi umum,  yakni kompetensi yang harus dimiliki siswa setelah siswa mengikuti mata pelajaran tertentu.  Kompetensi dasar(KD),  kompetensi-kompetensi pokok yang harus dimiliki siswa pelajaran tertentu , jenjang tertentu, dan satuan waktu tertentu(semester/tahun).
            Pembelajaran Bahasa Indonesia KBK  menggunakan  jenis penilaian berbasis kelas.  Jenis penilaian ini berorientasi pada deferensiasi siswa yang dilaksanakan untuk memperoleh pencapaian hasil belajar/penalaman belajar  siswa.  Pelaksanaan penilaian kelas ini dapat melalui penilaian produk dapat juga melalui penilaian proses  Jenis penilaian ini sangat berpengaruh pada pendekatan,  kegiatan, dan sumber belajar yang diterapkan guru dalam proses pembelajaran 
            Dengan menggunakan penilaian berbasis kelas  seperti tersebut di atas tidak memungkinkan menggunakan bentuk tagihan berupa Tes Tertulis Objektif Pilihan Ganda yang seperti pada soal-soal Unas.  Kalau terpaksa masih harus menggunakan bentuk tagihan seperti itu maka butir-butir soal yang digunakan harus benar-benar menjaring kemampuan berbahasa dalam konteks/penggunaan untuk berkomunikasi.  Hal ini bertentangan dengan data di lapangan karena sampai saat ini pemerintah masih mengadakan evaluasi akhir secara nasional dengan bentuk tes tulis objektif pilihan ganda.  Sehingga  pada diklat-diklat, seminar tentang KBK yang selalu bermunculan pertanyaan-pertanyaan yang intinya mengkhawatirkan adanya kurikulum KBK ini menjadikan siswa tidak mampu menghadapi Unas.
                        Dalam tulisan yang sederhana ini penulis membatasi masalah pembahasan pada pembelajaran Bahasa Indonesia KBK di MTsN Malang-I  dalam kaitannya dengan menghadapi Unas.
            Untuk itu penulis menyajikan rumusan masalah sbb: “ Apakah Pembelajaran Bahasa Indonesia KBK di MTsN Malang-I mampu meningkatkan kemampuan siswa dalam Menghadapi Unas?”
            Dengan tulisan ini diharapkan penulis memperoleh informasi apakah Pembelajaran Bahasa Indonesia KBK di MTsN Malang-I dapat meningkatkan kemampuan siswa dalam mengerjakan soal-soal Unas.  Untuk itu penulis mendata informasi tentang waktu MTsN Malang-I mulai mengikuti Unas, dan juga waktu mulai menerapkan pembelajaran KBK.
            Setelah observasi dan wawancara dengan para jajaran pengelola di MTsN Malang-I diperoleh beberapa informasi.  Pertama MTsN Malang-I mulai tahun pelajaran 1986/1997 s.d. tahun 2000/2001 dengan menerapkan kurikulum 1984 dan dilanjutkan kurikulum 1994 setiap tahunnya berhasil meluluskan siswanya dengan hasil 100% lulus.    Mulai tahun pelajaran 2001/2002  sejak diberlakukan target pelulusan danem miunimal MTsN Madang-I sudah menerapkan KBK sebagai pendekatan untuk membelajarkan batir-butir pembelajaran dari GBPP 1994.  Guru-guru sudah mulai menyiapkan perangkat pembejaran, mulai dari Identifikasi&klasifikasi materi, pemetaan materi, silabus, sampai pada penyusunan rencana pelajaran yang dilengkapi dengan rubrik penilaian yang semuanya di ambil dari GBPP 1994 suplement 1999. Dengan penerapan pembelajaran KBK tersebut  MTsN Madang-I masih tetap mampu meluluskan siswanya dengan hasil 100%.
            Tahun pelajaran 2004/2005 dan 2005/2006 MTsN Madang-I sudah menerapkan kurikulum Berbasis Kompetensi secara murni   Namun  masih  dimulai dari kelan VII dan tahun ini (2006) kelas VIII  dan pada tahun 2006 ini Belum bisa dilihat hasilnya karena Belum mengikuti Unas.  Sedangkan  keberhasilan pembelajaran Bahasa Indonesia di MTsN Malang-I  pada Unas 2005 itu juga sudah menerapkan  KBK walaupun butir-butir pembelajaran diambil dari GBPP 1994 suplement 1999.
            Dari data yang penulis kumpulkan seperti di atas jelas bahwa pembelajara Bahasa Indonesia KBK tidak akan menghambat siswa untuk mengikuti Unas.  Berkaitan dengan kemunculan KBK dari draf ke draf  masih banyak dijumpai tulisan-tulisan  di media masa yang menentang KBK.  Bahkan berdasarkan pengalaman penulis dalam seminal-seminar, diklat-diklat tentang KBK selalu bermunculan pertanyaan-pertanyaan yang intinya menanyakan apakah dengan pembelajaran KBK siswa mampu untuk mengerjakan soal-soal Unas. Karena mereka melihat sepintas bahwa dalam pembelaran Bahasa Indonesia KBK Struktur/tata bahasa,diksi,tatabunyi, dan penggunaan ejaan tidak lagi menjadi materi pembelajaran, yang ada adalah kompetensi-kompetensi  dasar .
            Permasalahan itulah yang menjadi momok bagi guru-guru yang akan menerapkan pembejaran bahasa Indonesia KBK. Di benak mereka selalu dipenuhi pertanyaan sanggupkah dengan pembelajaran Bahasa Indonesia KBK ini untuk menghadapi Unas yang menggunakan bentuk tagihan berupa tes tertulis objektif pilihan ganda.
            Dalam hal ini penulis berpandangan sebaliknya.  Justru dengan menerapkan pembelajaran Bahasa Indonesia KBK siswa MTsN Malang-I akan lebih mampu menghdapi Unas.   
            Untuk mewujudkan hal itu penulis melalui tulisan sederhana ini akan menyampaikan beberapa  syarat bagi pembelajaran Bahasa Indonesia KBK yang mampu meningkatkan kemampuan siswa dalam mengerjakan soal-soal Unas,  sbb:
            1). Penerapan KBK dalam pembelajaran Bahasa Indonesia hendaknya tidak hanya mampu menghasilkan kompetensi berbahasa(membaca, mendengar, menulis,wiicara),  namun pembelajaran Bahasa Indonesia KBK hendaknya dapat membentuk kemampuan berbahasa siswa dengan memperhatikan pola/format, penggunaan bahasa sesuai dengan kaidah berbahasa yang benar seperti yang telah disiapkan oleh guru dalam rubrik penilaian yang mengacu pada indikator-indikator dari suatu kompetensi dasar yang telah dipilih.
             Sebagai contoh bila kita memilih KD menulis surat resmi .   Dengan KD ini diharapkan siswa mampu menulis surat resmi dengan menggunakan format yang betul, penggunaan bahasa yang benar dan tepat, penggunaan  ejaan dan tanda baca yang benar.
Untuk mengetahui kaidah benar dan salah siswa dibimbing melakukan penilaian/penyuntingan dengan menggunakan rubrik penilaian  yang aspek/unsur unsur yang dinilai  mengacu pada indikator yang telah dirancanng.  Dengan indikator yang jelas dan rubrik penilaian yang detail, maka siswa akan terbiasa menggunakan bahasa yang sesuai dengan kaidah dan sesuai denganm kontek berbahasa, Dengan menerapkan Otentik assesemen siswa akan selalu bergelut dengan kaiadah-kaidah/kreteria yang dimunculkan dalam rubrik penilaian sehingga dapat dipastikan siswa akan mudah pula dalam memecahkan soal-soal Unas     
            2).  Penerapan KBK dalam pembelajaran Bahasa Indonesia KBK akan dapat meningkatkan kemampuan siswa dalam menghadapi Unas. Hal ini akan terwujud bila guru Bahasa Indonesia mampu memproyeksikan  wawasan, ketrampilan  tentang KBK ke dalam kebiasaan berpikir dan bertindak untuk merancang seluruh perangkat pembelajaran dan pelaksanaannya.
            3).  Agar pembelajaran Bahasa Indonesia KBK ini benar-benar dapat meningkatkan kemampuan siswa dalam  melakukan KD pembelajaran dan sekaligus dapat memecahkan  soal-soal Unas maka skenario pembelajaran hendaknya dikemas secara terpadu dan dilakukan secara konprehensip yang dimulai dari kegiatan para/pendahuluan, kegiatan inti, dan kegiatan pasca/penutup yang semuanya saling keterkaitan satu dengan yang lain sehingga dapat mempermudah siswa untuk melakukannya dengan senang hati.
            Keterpaduan dalam kegiatan /proses pembelajaran dapat dilakukan antar aspek berbahasa( seperti: membaca-menulis-wicara, mendengar-menulis-wicara,dsb) seperti yang pernah disyaratkat secara tersurat dalam rambu-rambu GBPP 1994.  Keterpaduan itu dapat pula dilakukan antar unsur kebahasaan(seperti struktur, bentukan kata,diksi, Jean,dsb) yang semuanya dalam proses pembelajaran dapat disisipkan/dililitkan pada setiap kompetensi Dasar(KD) yang dibelajarkan.
            Akhirnya penulis dapat menimpulkan bahwa pembejaran Bahasa Indonesia KBK di MTsN Madang-I tidak mengurangi/menghambat para siswa untuk meraih prestasi dalam Unas bahkan dapat meningkatkan kemampuan mereka untuk memecahakan soal-soal unas yang cenderung mengacu pada penilaian yang berorientasi diskreminasi pada kemampuan siswa.  Hal itu akan terwujud selain karena sistem penerimaan siswa baru yang ketat, peningkatan menegerial dari pimpinan, juga tidak kalah pentingnya adalah peningkatan kualitas guru bahasa Indonesia sehingga dapat memproyeksikan pengetahuan,ktrampilan ke dalam kebiasaan berpikiur, dan bertindak untuk merancang dan melaksanakan pembelajaran Bahasa Indonesia KBK secara profesional.
