I feel that SW Eng should be viewed more as a economic model: "In economics, a model is a theoretical construct representing economic processes by a set of variables and a set of logical and/or quantitative relationships between them." - http://en.wikipedia.org/wiki/Economic_model

For instance, check "The Economics of Software Design" - J.B. Rainsberger 'The Economics of Software Design'  

I may have to go deeper and understand SEMAT better (and I will). But for now it seems to bring nothing fundamentally new.
