A friend of mine is looking for new employment and is applying to everything he can find in his field, but often times he hears back from the company that multiple recruiters have already presented his resume to them, and because of that they won't even consider him for the job (they don't want to deal with which recruited to pay. He hasn't signed up with any of the recruiters (some have called him stating that they had a job they wanted to submit his resume for) and they aren't the ones that work for the employers (you find out later), they just troll the net and try to strike a deal) Is this a normal thing now? How does a candidate get over that and not lose the opportunities?

Landlords and Property Managers:
If you are a landlord or a property manager who wants to check credit report to evaluate rental applications can use tenant consumer reports as long as you follow the provisions of Fair Credit Reporting Act (FCRA). The FCRA is designed to assure privacy of consumer report and to guarantee that information provided by Consumer Reporting Agencies (CRA) are precise and accurate as possible. The FCRA requires landlords who deny a lease based on applicant's consumer report to provide the applicant with an "adverse action notice".
