Die nationalen und internationalen Mittel zur Wirtschaftsförderung sind begrenzt - insofern ist es durchaus eine entweder/oder Frage. Gerade Länder wie die DR Kongo haben zudem sehr eingeschränkte institutionelle Kapazitäten, können kompetent also nur eine sehr eingeschränkte Menge von Politikfeldern entwickeln.

In dem Artikel plädiere ich darum dafür, den (industriellen) Bergbau bis auf weiteres einzustellen und sich auf die Landwirtschaft zu konzentrieren. Dadurch würde auch die Möglichkeit entstehen, in Ruhe die für "sauberen" Bergbau nötigen Institutionen aufzubauen.
