Why is the US State Dept involved in matters it had no expertise in? This Richard C. Beaird fellow is just embarrassing himself and the US. Networked devices explicitly don't rely on such precise timing, as the designers of network protocols realized at the beginning that to do so would be risky at best. Most devices that really depend on accurate time sync often with a known good network time source, and they should just keep on doing that.
