Residents in Sutton Coldfield also seem to be using the news powers in an attempt to establish a town council for their area. It'll be interesting to see Birmingham City Council's response when it considers the petition on 8 October. http://www.birminghampost.co.uk/news/local-news/sutton-coldfield-plans-breakaway-referendum-6095043

Parish councils were not permitted in London until 2008. Barking Reach, if it were to become a parish council, would be one of the first in London.
