I use modelling clay / plasticine (that stuff: http://www.artifolk.co.uk/crafts/craft-materials/newplast-modelling-material-500g.htm). It's dirt cheap, safe, and very easy to use: just push in the gaps and flatten with a tool. It does not harden, but I've found this to be irrelevant once you've glued on the sand. If worried, add a layer of super glue before adding the PVA glue and sand.

They're for training! They'll turn out full of horribleness I expect :). I must admit the complexity does worry me a bit - maybe I'll stick to the planes, wimp that I am.

I paid about £1.50 for 100 grams, and that should last me for quite a while.
The strength is certainly much weaker than when glueing two rare earth magnets together, but nevertheless I was pleasantly surprised - the gun turret above is about 1cm long, and metal so reasonably heavy.
I'd say it's ideal for smaller components, where it's not possible to drill in too deep in order to put a proper magnet. I intend to try on my Necron lords' arms as well at some point, we'll see how it goes…
