There can never be a "cybersecurity Pearl Harbour". What made Pearl Harbour and 9-11 special was the surprise and magnitude, something that can never (in practical terms) happen.

If we use stuxnet as an example. It was incredibly complex and designed for one thing. Imagine writing a stuxnet for every kind of powerplant, every system used by a government and every variation of those systems. It will fail based on the absurdity of the whole thing. In the words of Bruce Schneier: "Terrorism is hard".

What's worse is that the people drafting these laws are incompetent when it comes to IT in general and security in particular.
Is it over the top? Juuuuuuuust a leetle.
