Well I hope that the city would also be so kind to send one off their IT guys to fix the WiFi at that house too. This might also be a good time for the city to run a public service campaign about securing your home WiFi router. The city could either keep themselves looking stupid, or they can admit their error and do what they can to make sure it doesn't happen again.
Another reminder that the police state has gone out of control.  Gestapo!  You're coming with us.  That could have been a lot worse if instead of a teen and grandma, the occupants were paying attention to the sight of unidentified men wearing masks who looked like they were about to break in illegally.  I call surveillance failure, added to power-hungry bureaucrats who even thought that this order was a good idea.
