What makes you think there are no queens? It's easy to assume there's no queen if you can't find her. Look for eggs and young brood. Here's some tips on finding the queen.

If you're certain a hive is queenless it's a good idea to move frames with eggs from another hive. Alternatively you could take a queen from another hive, as long as they have eggs, and introduce her to a queenless hive.

Since it's getting late in the season you might consider combining a queenless hive with a queen-right hive. MAKE SURE there's no queen. Then remove a roof and a floor and put a queen-right box on top of the queenless box with only a sheet of newspaper between them. This will create a very strong hive to last the winter, you can do a 'split' in the spring.

If you ever really need to find the queen, this is a good method. Get two empty brood boxes with an excluder between them. Take a frame from the 'queenless' hive, inspect it to see if the queen is on it, if not, brush all the bees into the box above the excluder. Get your accomplice to life the top box and excluder off the bottom box and you place the frame without any bees into the bottom box.

Do this will all the frames until ALL the bees have been 'sieved' through the queen excluder. Inspect the inside walls of the top box and the excluder for the queen. If you did it carefully and don't find the queen, there probably isn't one.
