Yes, but it won't let me start a dispute on this order. I haven't received the order and in fact have
acknowledgement from the seller that the order was canceled and now that they intend to refund the
money. However, they haven't refunded the money yet. I would like to start a dispute and tried to,
but you denied it!

Thank you for contacting PayPal.
If you haven't received your item or the item you received doesn't match the original product
description we have a dispute process to help you and your seller resolve the issue as amicably as
possible. When possible, you should always try contacting your seller before disputing a payment
through PayPal. You have up to 180 days after you sent the payment to file a dispute.
Here's how to open a dispute:
1. Log in to your PayPal account.
2. Click Resolution Center.
3. Click Report a problem.
4. Select the transaction you want to dispute, and then click Continue.
5. Select I have a problem with an item I purchased or I want to report a transaction that I didn't
authorize.
6. Click Continue.
7. Follow the instructions to finish opening your dispute.
If you do not have a PayPal account, you must sign up for a PayPal account in order to file the
dispute. You will need to locate the original email receipt for the transaction.
Here’s how to get started:
1. Go to the PayPal website.
2. Click Sign Up at the top of the page.
3. Complete the sign up form.
4. You must enter the credit card number used to make the purchase.
5. Click sign up again.
You have to open a dispute with PayPal within the timeframe noted in the transaction details, and
then you have up to 20 days to communicate with the seller. If you can't resolve the problem, you
can ask us to investigate by escalating the dispute to a claim. This escalation must happen within the
20 day time period.

How do you feel about the fact that the order was canceled but the charge remains? Perhaps I filed
the wrong sort of dispute, there were two choices, but your system wont let me file the other kind
now since I filed this one.
Also, at the time I canceled the order, they told me on the phone that they hadn't charged my
account and wouldn't. Obviously, they did charge the account and haven't refunded the money yet.

nothing happens when I click the bell icon, which only shows up when on the help/support page.
Since I can't upload any files, maybe because my dispute was closed in less than a minute before
any opportunity to investigate. So I'm attaching a file regarding a dispute I'd like to file again on
transaction 2XC20678RR1374010
So it won't let me open a new dispute, because the other one was denied in less than a minute, so
writing you here.

How do I provide documents to PayPal?
Please Note: To help protect your information, we don’t accept files that are sent as email
attachments. If you email us attachments, we will still require you to upload or fax your
documents. Using this option is quick and easy. Just follow the steps below:

3. Click Resolve under "Action" next to the item for which you need to provide documentation.

Helpful tips
Give the file a recognizable title.
The title should not include more than three numbers.
You may provide a description of the file you are sending, up to 100 characters.
Information about your file will appear under the Attachments box. In the Attachments
section, you can preview the file or delete it.
We will review your documents as soon as possible. We will be in contact with you once we have
completed your request or if we need additional information. The status of your documents is
readily available for you to view at your convenience. To check the status, log in to your PayPal

document and whether it provided the information we needed.
How will I receive my refund?
How your money is refunded depends on how you made the original payment.
If you paid with a credit card, the money is refunded to your card. If the card you paid with is
closed or invalid, the money will still be refunded to your credit card account.
If you paid with your bank or PayPal account balance, the money is refunded to your PayPal
account. After you have received the refund, you can withdraw money from your PayPal
balance to your bank account.
If you paid using a credit card and your PayPal account balance, the amount paid by credit
card is refunded to your card. The remaining amount is refunded to your PayPal account.
If you paid using PayPal Credit, the amount is refunded to your PayPal Credit account.
If you paid with a debit card, the amount is refunded to your debit card. If the refund cannot
be applied to your debit card, it will be applied to your PayPal balance.
Refunds to credit or debit cards can take up to 30 days depending on the card company involved.
What if I didn’t file my dispute within 180 days?
If you did not open a dispute on a transaction within 180 days, you aren’t covered by PayPal
Purchase Protection. However, you can still file a report online through the Internet Crime
Complaint Center, or IC3.
The IC3 was established as a partnership between the Federal Bureau of Investigation (FBI) and
the National White Collar Crime Center (NW3C) to serve as a means to receive Internet related
criminal complaints.
The IC3 accepts online Internet crime complaints from either the actual victim or from a third
party to the complainant. They will process your complaint if they receive accurate and complete
information from you. When filing a complaint, provide the following information:
Your name
Your mailing address
Your telephone number
The name, address, telephone number, and Web address, if available, of the individual or
organization you believe defrauded you.
Specific details on how, why, and when you believe you were defrauded.
Any other relevant information you believe is necessary to support your complaint.
You can file a complaint with the IC3 at www.ic3.gov.
