I would be really surprised to learn such a large discrepancy would be intentional.  The reason is the numbers.  If they were overcharging by $4.19 per pound, that means the packages would be about 40% short, too great an amount to go unnoticed (or so I would think!).  Now, if they said they were overcharging 10%-20%, I'd be easier to convince of possible intentional motive.   More important to me, having come from Boston where several food vendors had a scandal, is that they genetically check their fish to make sure we are getting what we are buying.
