The proximate cause is that Billionaires pay a lower percentage of income tax than their lowest paid workers. Which is allowed by politically controlled legislation, who are elected by a "who spends the most" system, which is funded under a "money is speech" regime, for the most part by billionaire oligarchs. And all the while the majority of the population are fooled by "look, immigrants, and look, welfare recipients".
