You need to understand that as slick as 'Google Photos' may be, if I cannot tag my family and friends, I will be using That Other Place to share the majority of my Photos. Photos cannot exist in isolation in this world of social focus.
You understood that in the days of Picasa and Google+ Photos.
I understand that you need to make Photos a free-standing product
BUT you do not need to throw out the baby with the bathwater, and have NO people (user) tagging and explicit sharing (ie to circles/users rather than just a link)
The loss of "Photos of ..." for people with Google accounts is just backwards and silly! There is no reason you can't have share by link AND share/tag to a user.
I guess you will learn this the hard way. But then it will be too late.
