I know, it has to look good, but wouldn't it be easier, if the EC just faxed the dummies the end result, put in the X-es where they need to sign and be done with it?

Every second week the UK accepts some EC position. Spare yourself the humiliation, ask for the finished text, sign it, and enjoy :)

How long before the tabloids start to cry "the Europeans are out to punish us!!!!"?

Out is out, and that's something that is rather clear to the continental Europeans.

It might feel like punishment, but it's actually British democracy at it's best punishing the country :)

Well the hotel owners would not have damages in the short term, at least; this is a business that usually insists on prepayment and 100% cancelling fees. So the problems would be mostly for the British vacationers and possibly the organizers of vacations. ;)
