The 3-to-3 gridlocked votes of the Federal #Election Commission have created a rapidly expanding universe of unofficial law, where Republican commissioners have loosened restrictions on candidates and outside groups simply by signaling what standards they are willing to enforce.

#Campaign   lawyers of both parties say the deadlocks have profoundly, if informally, affected the rules governing campaigns, particularly on questions involving whether political nonprofit groups must disclose their finances and the threshold for starting an investigation.

Jordan Morrisey, who wrote an article about the topic as a researcher for the Citizens for Responsibility and Ethics in Washington, said honoring lawmakers and regulators is “one of the more under the radar moves in Comcast’s merger playbook — a playbook that also emphasizes lobbying, campaign contributions and winning support from third-party groups, especially those representing minorities.”

“There are a lot of reasons why tax reform is stuck in Congress, and one of them is because big companies with vested interests want it to be stuck,” said Adam Rappaport, a senior counsel at Citizens for Responsibility and Ethics in Washington, which flagged the #Medtronic   #lobbying   activity.

“Hiring an army of well-connected lobbyists is probably a good investment on their part, regardless of whether it is in the country’s best interest,” he said.

Adam Rapapport, senior counsel at CREW, said the votes against an investigation relied on an "absurdly narrow" interpretation of what constituted political activity. "We're disappointed that the three republican members of the #FEC are blocking disclosure by some of the biggest #darkmoney   groups," he said.
 
Republicans on the Federal Election Commission voted to block investigations into two more major political nonprofits that the commission's own staff lawyers argued broke election law in 2010, according to recently released documents.

It’s a felony to “willfully” file IRS tax returns containing fraudulent information.

Melanie Sloan, CREW's executive director, accused the 60 Plus Association of taking "outrageous liberties with the truth."

In the newly filed complaint, Sloan urged the #IRS   to refer the case to the Department of Justice for prosecution if the agency determines that the 60 Plus Association has made "false or incomplete statements" on its tax returns.

Citizens for Responsibility and Ethics in Washington’s Adam Rapapport said that depending on how involved Feehery is in running a member’s official duties, it may be a violation of House rules.

“The question is, essentially, is the person acting as a congressional staffer but being paid by somebody else, and generally speaking, I would think there is a difference between having a kitchen cabinet and having somebody involved in hiring decisions,” Rappaport said.
