Open enrollment period for 2017 health insurance plans is scheduled to begin on November 1,/2016 and ends January 31/2017.
If you are doing your own search for health insurance, it’s important that you pay attention to changes in prices, are your doctors still in the network, is your plan from previous year available on marketplace.
During open enrollment you cannot be turned down for major medical coverage for not having certain qualifying life events.
After open enrollment period you can generally only enroll in a major medical plan when you experience a qualifying life event for example a marriage, divorce, new baby, adoption, permanent move, loss of other coverage, etc.
If you don't have health insurance plan you could potentially face tax penalties on your federal tax return for 2017.

2015 Qualifying Life Events and Special Enrollment Periods

2015 Open Enrollment period ended on February 15, but many individuals will still need health coverage for the remainder of 2015. Some of these individuals can enroll for coverage and make changes to their existing coverage, however to be eligible there is certain criteria that must met.

Here are the basics

Are you eligible for a Special Enrollment Period? – This is a period of time outside of open enrollment when an individual can sign up for health insurance through the Health Insurance Marketplace. The individual must have an eligible Qualifying Life Event. An individual may qualify for a Special Enrollment Period of 60 days following certain qualifying life events.

What is a Qualifying Life Event ? – It is an event that has altered or changed the individual’s life. Some examples of the most common qualifying life events are moving to a new state, certain changes in income, changes in family size (getting married, divorced or having a baby), and loss of current health insurance coverage.

Short Term Medical as Loss of Coverage:

In 2015 this will not be allowed as a valid qualified life event.

How can you enroll or make changes? -All enrollments for individuals that qualify for a Special Enrollment period, currently enrolled through the Health Insurance marketplace or new applicant, must be completed directly through the Health Insurance Marketplace. If it is for Off Exchange plans, the process is the same as during Open Enrollment except that an event date will be required when quoting.

When does coverage start? – Coverage start date will depend on the Qualifying Life Event. Some coverage could be effective the day of the event and some could be effective the 1st of the following month. Once eligibility is determined, insurance carrier will assign the correct effective date.

What if you are not eligible? – If the individual is not eligible for a Special Enrollment Period, they will have to wait to enroll till the 2016 Open Enrollment period.
