Charges upgraded against Palatine man after victim dies.
A Palatine man accused of throwing a punch that fatally injured a 26-year-old man during an altercation outside a bar is in custody on a newly filed charge of first-degree murder, police said this afternoon. Michael Platt, 35, previously faced a charge of aggravated battery stemming from allegations he struck Ryan Flannigan on July 18 in the village's downtown. Flannigan, who never regained consciousness, died his injuries Monday afternoon.

Gov. Pat Quinn Tuesday put the brakes on legislation that would have raised speed limits on suburban tollways to 70 mph. The governor last year signed a law to raise speed limits on downstate interstates, but urban areas were excluded.
