Well written and a lot of what you say shares my experiences and views but there are a couple of points I have to challenge:

The first one is the concept of empowering students with technology. It doesn't sound like you have had healthy experiences in this regard. That's a shame. It can be such a powerful element of positively influencing technology integration in education. Just look at the ever increasing network on www.ozdls.com and the posts relaying such experiences. I have never seen or heard of "the teacher became a ghost in the room, someone largely absent, unsure about exactly what was going on, living in good faith." but then what you describe is not in the spirit of  student Digital Leaders. It seems to be in reference to students being given the power with little regard to a collaborative, community based approach to the issue. If so, perhaps application of well thought out empowered students with technology still has lots to offer in addressing the failings thus far

The second challenge is to the notion that you "cannot think of another area in education with so many competing positions and job titles", being a negative? Is that not due to the issue you raise of it being an "unsettled" area, a relatively new area perhaps? While it is a little confusing to have so many different job titles for these positions (try mine: Senior Leader Quality Pedagogy and eLearning), the fact that these are ever increasingly significant surely points to education's attempts to address it's failings thus far re tech. Further, the specific roles and responsibilities of the persons in those positions should be diverse shouldn't it? Aren't schools different, diverse, individual? If so, then I would argue that bespoke approaches are required hence the range.
