Didn't quite understand when I first read it on Android Developer website, but after reading Roman Nurik's explanation, it became clear.
Good news, everyone! The Android Asset Studio's simple nine-patch generator now supports Android 4.3 optical bounds!

For those unfamiliar with the new feature, optical bounds allow you to align adjacent UI elements based on their optical bounds (e.g. the hard edges of a shape) as opposed to their clip bounds, which may include effects like drop shadows and so on.
