There is a lot of good news in regard to Drupal 8 's javascript development. https://www.drupal.org/node/2815083

During the build up for Drupal 8 there was a lot of performance improvement and reorganization. All work that was needed before we start addressing developer experience and moderizing our js code.

A key step that is being taken here in this change record is preparing for ES6 - based javascript development. ES6 / ES5 compliant javascript code is a lot like the advancement of PHP 4 -> PHP 7.

Proper class support.
Inheritance
In addition to base level capability of browsers and the advancement of web standards in parallel to language-level advancements

In short, the scope of what we can accomplish with the JS that Drupal ships with is far greater that before. It makes sense to review and reassess what we want this client side code to be doing for us.
