I have been looking at similar items over the past few months. I think some of the methods identified in the linked framework will assist you with the coordinate positioning. http://bimfix.blogspot.com.au/p/framework.html

The new IFC exporter in Civil 3D is what has been in AutoCAD Architecture for years now.
We can get the TIN DWG file from the Civil consultants.

Run an AutoCAD translocation script (Managed way to move the geometry to a known local site origin – See P2 in the framework)
Export the TIN file to IFC as a IFCBuildingElementproxy
Temporary change the Revit IFC Import mapping to import the IFCBuildingElementproxy as a Site Category

I’m still needing to do more testing on this. Not using it in practice yet. One potential big advantage is we can get the roads and hard standing to come in correctly.

Love to hear your thoughts on the Framework.
