This scam has evolved over many years - it obviously exploits a pretty common set of cognitive blind spots.
Yes... but to actually travel - IN PERSON!? - to pick up the fortune?
It happens a lot. It's just another advance-fee scam. You feel invested, so you invest more. It's totally normal human behavior, and there are enough people whose early alarm bells don't get set off that it just keeps making money.
