+Ronaldo Lemos gets to the heart of the matter...the technical architecture for internet freedom is heavily determined by the way that a particular society thinks about openness. His take on why the Brazilian Internet is open while in the rest of the BRIC countries it is increasingly closed:

New, more robust results showing a causal relationship b/w mobile penetration and economic growth in African countries. This is something that we all take for granted in our work, but causal evidence convinces head economists who convince finance ministers to focus on improving mobile competition and easing the provision of cost-effective financial services to the poor.

http://www.punjabmodel.gov.pk/

"The Punjab Model for Proactive Governance is a special initiative by the Chief Minister’s Secretariat to fight petty corruption, improve service delivery, and facilitate citizen engagement by proactively seeking through SMS and calls feedback of citizens who receive day-to-day government services."

Incredibly important work on subterranean fibre from +Steve Song:

"Song imagines the mayor of a secondary or tertiary town in Botswana or Rwanda who sees the map and says, “we are only 100 km away from a terrestrial fiber. Why don’t we make our city the broadband hub in the region and transform our economy with this high speed fiber-optic connection?”

A remarkable piece by Philip Gourevitch on the successes and struggles of Rwanda's new professional cycling team. It is a story about a team from a poor country finding its way in perhaps the world's most elitist sport, but also about how at its core, endurance sports can be a powerful, endorphin filled means of escaping the past.

"...Unlike "We The People," a recent petition site from the White House, PlainSite can actually tie problems and solutions to specific clauses in the law. Soon it will even let you propose changes to those clauses in whatever way you think makes the most sense. "

http://blogs.worldbank.org/ic4d/community-mapping-open-development-in-dar-es-salaam

new World Bank blog post:

"The effort in Tandale is an ongoing experiment in what Aleem Walji describes as the shift from open data to open development, where “citizen data and user generated content [can create] opportunities for Governments to listen better to their people and be more responsive to their constituents.” The easily expandable, interactive map is a new information resource for the community, as well as a powerful point of reference for discussion and decision-making in government about upcoming infrastructure upgrades."
