In some ways I understand the power company charging to have homeowners hook into the grid. After all, who pays for that cost alone and who pays for the maintenance of that equipment? It's probably the power company and they are just passing the costs.
(remember the power company isn't like a normal business who can determine it's own prices based on it's own analysis of it's costs)
