OASIS 0.4.8: new release.

Most of the work for this version has been about opam-build-revdeps and adding a way to pin the dev repository in OPAM.

A lot of work on this release:
* A new plugin to support OMake
* 3 new beta/alpha features up for testing

Not a lot changes, but catching up on all pull requests already integrated.

Windows builder now live !

This was painful like hell, but I finally made it: Jenkins is now running for every OASIS commits on Windows !

Of course, tests don't pass. But still, I was pretty happy to see that even after a few releases all the code in OASIS still compiles fine. I have a couple of things to fix (e.g. autocrlf for Git on Windows) but hopefully this should allow to improve the status of OASIS on Windows. Now it is time to integrate pending PR, work a bit on various issues and do a release.

OASIS v0.4.2 is released.

Not a lot of new things, but major refactoring of the command line API to be able to create plugins... To be continued (as a plugin).
