How to "Flowchart" (or outline) an Adventure outline in OneNote?

I loved the ability to build adventures in Masterplan (D&D 4e) and I see Realm Works has a similar thing (but I need offline and the ability to export). OneNote has horribly crude charting.

The only ideas I have so far are...
1) Gem's flowchart add-on (not really the same thing)
2) Using draw.io or similar, embedding a capture and linking to it.
3) Outline the adventure some other way in OneNote.

So, what thoughts do folks have on how to do this in OneNote?
