For most cities the best idea would be to build something like this into existing buildings. Looks like it takes less space than tiniest shop outlet, it won't block streets, no problems with connecting power and data, protection from thiefs and elements...

I think it would be most effective to educate motorists and cyclists both to share the roads, pay attention, respect the equipment you're operating, and obey the laws. This would be better than segregating motorists and cyclists, which reinforces the "Us vs. Them" mentality and makes each group less understanding of the other when they have to operate together, when segregated facilities aren't available. However, educating people like this would be a very expensive, long-term project.

On the other hand, it would have the side-effect of significantly reducing traffic accidents, parking problems, traffic crowding, stress, and depression (and potentially, if expanded to all laws and facets of life, it could reduce crime, abuse, divorce, poverty, etc).
